First off, Puppets are SUNA only. Even then you must get approval from the Kazekage to construct them. The art of puppetry originated in Suna and is the village’s edge over the other hidden villages. Also, because using puppets can provide one with quite an advantage in battle, puppet masters may not be from a clan. Being a puppeteer is more than just operating a basic puppet. The puppet needs to be an extension of the user, no different than his arm. All puppets must be submitted as custom weapons and approved.
Different levels of ninja can operate different levels of puppets. For example:
Genin can only operate basic puppets with a maximum of one weapon, hidden or blatant. Only one puppet can be operated at once. No poison.
Chuunin can operate basic puppets with a maximum of two weapons each, hidden or blatant. Two puppets can be operated at once. Weak poison.
Special Jounin can operate more advanced puppets with a maximum of three weapons each, hidden or blatant. Three puppets can be operated at once. Good Poison.
Jounin can operate extremely advanced puppets, with a maximum of four weapons each, hidden or blatant. Four puppets can be operated at once. Severe poison.
Sannin/Kages can operate master puppets, with a maximum of five weapons each, hidden or blatant. Five puppets can be operated at once. Deadly poison.
Note: A puppet’s stats are based primarily on the puppeteer’s Stamina and Chakra Control stats. Chakra Control determines the puppet’s speed and Stamina determines strength. They have no Stamina, Chakra Control, or Intelligence of their own because they are ninja weapons. Exceptions include Human Puppets and the Ten Puppet Collection of Chikimatsu.
Another Note: A puppeteer may not perform any jutsus other than puppetry jutsus when operating puppets. If a puppeteer wishes to perform a jutsu unrelated to puppetry, they must not be operating a puppet at the time.
Hitokugutsu - Human Puppet
Human Puppet can only be learned by a Sannin or a Kage. This jutsu is limited to being known by only TWO people on the entire site. The puppet can know TEN jutsus. A maximum of three A ranks are allowed. The puppet can only be operated when no other normal puppets are being used at the same time. A maximum of two can be operated at a single time. All Human Puppets must be submitted as custom weapons and approved.
Shirahigi: Jikki Chikamatsu no Shuu - White Secret Technique: Ten Puppet Collection of Chikamatsu
The Ten Puppet Collection of Chikimatsu is available. However, it can only be learned by a Sannin or Kage and is limited to being known by only ONE person on the entire site. Not only must you learn the technique, but you must also purchase each puppet for 2,000 ryo, before it can be used.
